Apparently the comment redesign isn't the only change LJ has planned for the future. You can see caps of some of the upcoming changes here.
Like with the comment redesign, they seem to be only telling and allowing feedback from Russian users. (With the comments redesign, they only announced it after people had already translated the Russian posts into English)
